Sub-measure 4.2 concerns the support of beneficiaries active in the processing / marketing and / or development of agricultural products and aims at, inter alia:
a) The increase of the added value of the agricultural products.
b) The integration of innovation processes and the use of new technologies and processes that are environmentally friendly, which reduce the phenomenon of climate change.
c) The maintenance and creation of jobs and the protection of human health.
d) Facilitating the integration of professional farmers in the measure of processing, in order to increase their income and provide products with high added value.
e) The production and distribution of more competitive quality products, in order to strengthen local markets and local development, to create jobs and to keep the population in the countryside.

The support is provided in the form of a Grant and can be combined with financial instruments as well as an advance payment.

Actions and Beneficiaries

ACTION 4.2.1:

Processing, marketing and development with a final product within Annex I of the Treaty on the Functioning of the European Union (TFEU) (agricultural product), with beneficiaries being micro, small and medium-sized enterprises, as well as large enterprises.

Any form of business is eligible, with the exception of companies operating in the form of a company, a civil law company and a consortium.  

ACTION 4.2.2:

Processing, marketing and development of agricultural products with a final product other than Annex I TFEU (non-agricultural product)  

ACTION 4.2.3:

Processing, marketing and development of agricultural products by professional farmers ".

When the final product is within Annex I of the TFEU (agricultural product) the beneficiaries are the professional farmers, as defined in Law 3874/2010 (AD151), as amended and in force, who can process except the first material from their own holding, and raw material from other agricultural holdings.

It is noted that no problem businesses are supported, applications related to genetically modified products other than animal feed, applications related to retail trade.

Supported investment projects include:

• Establishments of production units and storage areas

• Modernizations of production units and storage areas

• Extensions of production units and storage spaces

• Relocations of production units and warehouses

• Unit mergers

• Product management units

Potential beneficiaries seeking support for the processing of an Annex I TFEU product (agricultural product) to a product other than Annex I TFEU (non-agricultural product) should be involved in the first processing of the agricultural product and use that product as raw material which will further process it, resulting in a final product outside Annex I of the Treaty on the Functioning of the European Union.
