Strengthening new and existing Cooperative Formations

SMEs to develop their capabilities in new markets

Description

The action concerns the strengthening of new and existing Cooperative Formations (SS) active in the 9 priority areas of EPANEK (agri-food / food industry, energy, environment, information and communication technologies (ICT), Logistics, health, materials-constructions, cultural industries, tourism) in all Regions.

 

Conditions for eligibility of a Cooperative Formation (CC)
1. Members of the SC are:

  • Domestic and foreign SMEs with processing, marketing and services, not excluding large companies

  • innovation support bodies (universities, research centers)

  • business support agencies (incubators, technology parks, business park management agencies, etc.)

  • Financial institutions,

  • other economic agents, provided that the added value of their participation in the SA is documented.

2. It is required the creation by the members of the SC of a separate legal entity that will take over the management of the Cooperative Formation and will function as a "Mobilization Agency" (FC).
3. The FC is an SME of any legal form, in the share / corporate capital of which all legal entities-members of the SA can potentially participate.
4. All partners / shareholders of the SA are independent of each other, participate in the company / share capital equally, with a percentage less than or equal to 20%.
5. The member companies of the SA are connected to each other through collaborations in the framework of value chains (customer-supplier relationship) / and joint activities.
6. It is not necessary the geographical concentration of the companies of the SS.
7. At least 5 SMEs participate as members. These companies must meet one or more of the following conditions:

  • participate in the share / company capital of the SA

  • are linked to other members of the SA by subcontracting vertically along the value chain

 

Which projects will be supported?

​ Eligible for funding are projects, which include actions for:

i. the creation and development of the FC of the SS, as (indicative and not restrictive)

  • the creation or improvement of the infrastructure of the FC (buildings, equipment, ICT, etc.)

  • the financing of actions (elaboration of studies, organization of workshops and training actions, participation in exhibitions, implementation of the FC website and implementation of other promotional actions of the SS, etc.) in order to

    • the delimitation of the SA, the understanding and management of the external environment of the SA - customers, suppliers, the targeting, the management of procedures and the evaluation of the action of the SA

    • increasing the number of companies participating in the SA

    • improving communication between SS members

    • creating a climate of trust between the members of the SC

    • the consolidation of a common innovative and business culture among the members of the SA

    • the formation of permanent fields of interaction (formal and informal collaborations)

    • the strengthening of the connections between the members of the SA and with international organizations, in order to develop new markets etc.

    • strengthening the extroversion of the SS.

ii. the development of SS SMEs, such as (indicative and not restrictive)

  • the creation of common infrastructure - buildings and equipment for production, standardization, ETAK, logistics, incubator from the FC etc.

  • the development and operation of common services such as procurement, marketing, sales, supply chain management, management of co-financed programs by the FC, etc.

  • the strengthening of human resources empowerment actions for the development of the SS by the FC (training actions, etc.).

  • the strengthening of actions for the expansion of the markets and the extroversion of the members of the SS by the FC (participation in exhibitions, etc.).

  • the joint development of new common or complementary products, processing methods, innovative or not, along the value chain in the context of collaborative projects between the members of the SA or members of the SA and the FC.

 

The action plans submitted for funding will include mandatory type ii projects and optional type i projects.


Budget

  • The public expenditure amounts to 22.5 million euros and is co-financed by the Greek State and the European Union and in particular by the European Regional Development Fund (ERDF).

  • For reasons of greater complementarity, the financing is done using the flexibility clause (article 98 CAN EU 1303/2014 and article 2 par. 3 of YAEKED) for the financing of interventions that fall within the scope of ESF aid.

The funding rate is 50% .

  • The total budget of an action plan can not be less than 100,000 euros and does not exceed 2,500,000 euros.

  • The action is funded by the ERDF using the flexibility clause to finance ECB-type interventions.

  • The SC approves a "potentially" subsidized sub-fund equal to three times the approved sub-fund of "collaborative projects", as defined above, of the action plan initially submitted. In any case, the total subsidized p / y, including the "potential" p / y, may not exceed the maximum eligible p / y (2,500,000 euros) for the investment plans of the action. These SAs will be invited to submit new actions at predetermined intervals to utilize the "potentially" approved budget.

Estimated date of publication of the call for consultation: Quarter 2017 .
