Enhancing Liquidity and Employment - OAED
The publication of the invitation for the Liquidity Enhancement and Employment Support Program was posted on the websites of OAED, the Ministry of Economy, Development and Tourism and the Special Management Service of EPANAD.
The program is co-financed by the European Social Fund in the framework of the Operational Program "Human Resources Development 2007 - 2013", for the Regions of Eastern Macedonia Thrace, Western Greece, Peloponnese, Epirus, Thessaly, Crete, North Aegean and Ionian Seas , regarding the Regions of Attica, Central Macedonia, Western Macedonia, South Aegean and Central Greece.
This program has two axes: the first concerns companies that have created new jobs in the adverse economic environment due to the general economic crisis, and the second concerns former unemployed people who started working in the previous two years.
Submissions for participation in the Action begin:
on Monday 23/11 for companies and freelancers based in the Regions of Eastern Macedonia Thrace, Western Greece, Peloponnese, Epirus, Thessaly, Crete, North Aegean and Ionian Islands,
on Tuesday 1/12 for companies and freelancers based in the Regions of Attica, Central Macedonia, Western Macedonia, South Aegean and Central Greece.
The new program concerns the grant throughout the territory:
9,000 new indefinite part-time jobs created from 1 January 2015 until 31 August 2015,
3,700 former registered unemployed who set up their own business from January 1, 2014 until August 31, 2015.
The main axes of the program are:
AXIS A. Employer subsidy for the Creation of New Jobs during the crisis
Beneficiaries: The program is addressed to private companies and general employers of the private sector, who carry out economic activity as well as to Social Cooperative Enterprises - COINSEP (of Law 4019/2011) for their members. It concerns the granting of new full-time or part-time indefinite dependent jobs, which were created from 01.01.2015 until 31.08.2015.
Conditions for Participation:
In order for a company to join the program, it must have created new jobs, in relation to the maximum number of jobs it had in December 2014, by hiring former unemployed during the period from 1-1-2015 to and 31-8-2015.
Companies that had fluctuations in their staff during the period from 1-1-2015 to 31-8-2015, in relation to the maximum number of jobs they had in December 2014, will be subsidized for the additional number of jobs who have created any time during the above period and maintain until the submission of the application for inclusion in the program and for the entire duration of the program.
Those hired in the new positions should:
have been registered in the OAED unemployment registers regardless of the duration, in the six months preceding their recruitment and
had no employment (dependent or not) on the day before the date of their employment by the company.
It should be noted that the total amount of de minimis aid including aid from this action does not exceed EUR 200,000 (or EUR 100,000 for the transport sector) in the three years (current financial year and the previous two (2) financial years) before from the date of approval of the application for membership.
Grant amount: The grant amount for each day of full-time employment is set at 18 euros per day and a maximum of 25 insurance days per month. The grant for each day of part-time work is set at 9 euros per day and a maximum of 23 days of insurance per month.
The grant amount covers part of the salary and non-salary costs.
Grant Duration - Commitments: The maximum grant duration for the new jobs created by the company is eleven (11) months and concerns the period from 01.01.2015 to 30.11.2015.
In case the new job or jobs created by the company is after 1-1-2015, then he will receive the corresponding amount corresponding to the date of hiring of the person or persons until 30-11-2015.
Companies must maintain after the end of the grant both the number of subsidized and non-subsidized jobs for a period equal to the duration of the grant.
AXIS B. Support for Young Freelancers
Beneficiaries: Former registered unemployed who started their activity during the period from 01.01.2014 until 31.08.2015, and still maintain it on the day of submission of the application for inclusion in the program.
Conditions for Participation:
Interested parties must meet the following conditions in total:
To have the status of unemployed for any period of time during the semester preceding the commencement of the feat and at the same time not to have been employed in a dependent or non-employment status on the day preceding the commencement of the feat
Have a tax identification number (TIN) and (male candidates) have fulfilled or legally discharged from their military service.
The start of activity at the Tax Office must have taken place from 01.01.2014 until 31.08.2015.
The program includes individual companies, as well as a member (provided that it participates with at least 51% in the share capital):
General Partnership (OE)
Limited Liability Company (EU), only for its general member
Limited Liability Company (Limited Liability Company) and
Private Capital Company (PC)
Also, they have the possibility to be subject to Social Cooperative Enterprises (Koin.S.Ep.) of law 4019/2011.

Grant amount: The amount of the grant for each new self-employed person subject to the program amounts to a maximum of € 10,000.00, according to the supporting documents of the eligible costs (not including the corresponding VAT) that have been incurred from the date of commencement of the activity until the date of the on-site inspection.
The payment of the grant will be made in a lump sum, following the approval decision of the Service after a positive on-site audit and based on the administrative audit.
Commitments: The beneficiaries are committed to maintaining the operation of the business for a period of twelve (12) additional months from the date of the approval decision.
Applications for inclusion in the program will be submitted electronically on the relevant platform of OAED which will be activated for this purpose within the first fortnight of November (the exact date will be specified in the final invitation). Online applications will be considered on a first-come, first-served basis. The evaluation will be immediate and the relevant approvals will continue until the budget is exhausted.
