Measure 3.1.8 "Health and Safety"
UNION PRIORITY: Promoting environmentally sustainable, resource-efficient, innovative, competitive and knowledge-based fisheries
THEMATIC OBJECTIVE: Improving the Competitiveness of SMEs in the fisheries and aquaculture sector
SPECIFIC OBJECTIVE: To increase the competitiveness and viability of fishing enterprises, including the European Union EPALTH 2014-2020 European Maritime & Fisheries Fund for small-scale coastal fleets and to improve safety or working conditions.
Measure 4.1.20 "Energy efficiency and mitigation of climate change, on-board investments, energy efficiency controls and systems, exploration of the contribution of alternative propulsion systems and hull design"

Subjective acts
The scope of this Decision includes Acts included in the following measures, on board health and safety, energy efficiency and climate change mitigation, energy efficiency controls and systems, exploring the contribution of alternative propulsion systems and of the design of the hull and relate to the following types of Operations:
A. Measure 3.1.8- "Health and Safety": for investments on board or in individual equipment, provided that:

- Investments on board
- Personal equipment
The aim of the supported Acts, by supporting investments in the fishing vessels of the above Acts, is to improve the health, hygiene, safety and working conditions of fishermen and includes the following actions:
Step 1: Improve the safety of fishermen on board fishing vessels.
Step 2: Improve the health of fishermen on board fishing vessels.
Step 3: Improve the hygiene of fishermen on board fishing vessels.
Step 4: Improve working conditions on board fishing vessels.
B. Measure 4.1.20- "Energy efficiency and mitigation of climate change, on-board investments, energy efficiency controls and systems, investigation of the contribution of alternative propulsion systems and hull design"
Types of Transactions :
- Equipment on board.
-Fishing equipment.
-Energy efficiency controls and systems.
-Studies.
The aim of the enhanced actions, with the support of investments in the fishing vessels of the above Acts, is to mitigate the effects of climate change, by improving the energy efficiency of fishing vessels and reducing the emission of pollutants or greenhouse gases, and include the following actions: :
Action 1: Improve the hydrodynamics of the hull.
Step 2: Improve the boat propulsion system.
Step 3: Fishing gear and fishing equipment.
Action 4: Reduce electricity or heat consumption.
Action 5: Energy efficiency controls and systems.
Step 6: Studies to investigate the contribution of alternative propulsion systems and hull design to the energy efficiency of fishing vessels.
Beneficiaries - Terms and conditions of participation
Beneficiaries of the financial assistance of Measures 3.1.8 - Health and Safety and 4.1.20 - Energy efficiency and climate change mitigation - On-board investments - Energy efficiency controls and systems, exploration of the contribution of alternative propulsion systems and its design hulls are:
Natural or legal persons, fishermen or owners of fishing vessels, who are professionally engaged in fishing on an active fishing vessel (professional fishing license in force), including inland fishing.
The boats for which the owners will be assisted, must be registered in the Greek Registers / Lembologies or in the Lembologies of the locally competent Fisheries Services (in case of inland water vessels) and registered in the National and Community Fisheries Register (EAM - KAM), except of inland waterway vessels.
They must meet all the requirements of Community and National legislation governing commercial fishing vessels and not have a time commitment from prior funding of the same work at the time of application.
2. In particular, Small and Medium Enterprises (SMEs) enjoy priority, as well as increased funding rates, over other enterprises.
3. Operations implemented in the "Remote Greek Islands", receive an increase in the intensity of public aid by 35 percentage points. The place of implementation of the Deed is taken into account, the place of residence for natural persons and the registered office of the company for legal persons.
4. Operations relating to small-scale coastal fisheries, with fishing vessels of up to 12 meters in length not using towed gear, shall receive an increase in the intensity of public aid by 30 percentage points.
5. The aid is provided to Beneficiaries:
(i) whose solvency and financial viability can be demonstrated;
(ii) proving their own participation,
(iii) who have not applied for membership of National or Community Program funding for all or part of the proposed operation;
(iv) which comply with the conditions referred to in paragraph 1 (a) to (d) of Article 10 of Regulation (EU) 508/2014 and are accompanied by the signed declaration of the applicant entrepreneur, in accordance with paragraph 5 of the same Article , (Model 6A Responsible Declaration).
General rules of eligibility of transactions
1. The Transactions are eligible for funding from the EMFF provided that:
i. They are not affiliated with or funded by any other Community or national program.
ii. The proposed investments go beyond the requirements of national or EU law.
2. Operations are not eligible for ERDF funding:
i. When they have been physically completed or fully implemented, before the beneficiary submits the funding application to the managing authority, regardless of whether all relevant payments have been made by the beneficiary. The maximum percentage of implementation of the financial object of the transaction before the submission of the application funding, in order for it to be eligible, is 80%. The percentage limit will be observed both against the budget proposed by the beneficiary, and against the budget eligible for financing (initial or after modification of the investment plan), as well as against the final eligible budget to be paid. In case of exceeding the above percentage limit, during the evaluation, modification or payment phase of the transaction, the eligible costs will be cut accordingly.
ii. When the Deed consists of an investment in the vessel, the support shall not be granted more than once during the programming period for the same type of investment and for the same fishing vessel.
iii. When the Deed consists of investing in personal equipment, the support is not provided more than once during the programming period for the same type of equipment and for the same beneficiary.
iv. When the proposed investments increase the fishing capacity of the vessel.
v. When the proposed equipment increases the vessel's ability to detect catches.
Eligible and ineligible costs
For the implementation of the Acts of this decision, the following expenses per Measure and action are considered eligible:
A. For Measure 3.1.8- "Health and Safety":
Step 1 - "Improving the safety of fishermen on board fishing vessels":
In order to improve the safety of fishermen on board fishing vessels, purchase and, where appropriate, installation of the following components:
a) lifeboats.
b) hydrostatic release mechanisms for lifeboats.
(c) individual tracking beacons, such as emergency light beacons (EPIRBs), which may be incorporated into life jackets and fishermen's workwear.
(d) personal flotation devices (PFDs), in particular life-saving suits, circular life jackets and vests.
e) flares.
f) rope throwers.
g) recovery systems after a human fall into the sea.
(h) fire extinguishers, such as fire extinguishers, fire blankets, smoke and fire detectors, breathing apparatus.
i) fire safety doors.
j) shut-off valves in the fuel tank.
k) gas detectors and gas alarm systems.
l) collector pumps and alarm systems.
m) radio and satellite communication equipment.
n) watertight hatches and doors.
(o) protective equipment for machines such as winches or winding drums.
p) runways and landing ladders.
q) search, deck or emergency lighting.
r) unlocking mechanisms for cases where fishing gear encounters underwater obstacles.
s) security cameras and optical imaging devices.
(k) equipment and components necessary to improve the safety of the deck.
Step 2 - "Improving the health of fishermen on board fishing vessels":
The provision of equipment aimed at improving the health conditions of fishermen in fishing vessels
boats:
a) purchase and installation of first aid kits.
(b) purchase of medicines and emergency equipment on board.
(c) provision of telemedicine services, including electronic technologies, equipment and medical imaging for remote advice from boats.
(d) providing guides and manuals to improve health on board.
(e) information campaigns to improve health on board.
Step 3 - Improve the hygiene of fishermen on board fishing vessels:
The provision of equipment to improve the hygiene of fishermen on fishing vessels, the purchase and, where appropriate, the installation of the following components:
(a) sanitary facilities, such as toilets and laundry facilities.
b) kitchens and equipment for food storage.
c) water purifiers for drinking water supply.
(d) cleaning equipment to maintain hygiene on board.
(e) guides and manuals for improving on - board hygiene, including software tools.
Step 4 - Improve working conditions on board fishing vessels:
The provision of equipment to improve working conditions on fishing vessels, the purchase and, where appropriate, the installation of the following components:
a) railings on the deck.
b) decks on deck and modernization of cabins in order to provide protection from adverse weather conditions.
(c) information on improving cabin safety and the provision of common areas for the crew.
(d) equipment for the reduction of hard manual lifting, with the exception of machinery directly related to fishing activities, such as winches.
e) non-slip paint and rubber soles.
(f) noise, heating or cooling insulation equipment and ventilation improvement equipment.
(g) workwear and protective equipment, such as waterproof safety boots, eye and respiratory protection equipment, protective gloves and helmets, or fall protection equipment.
h) emergency signals and safety signals.
(i) risk analysis and risk assessment for fishermen both in port and in navigation in order to take measures to prevent or reduce the risk.
j) guides and manuals for improving working conditions on board
B. For Measure 4.1.20- "Energy efficiency and mitigation of climate change, on-board investments, energy efficiency controls and systems, investigation of the contribution of alternative propulsion systems and hull design"
Step 1 - "Improving the hydrodynamics of the hull":
To improve the hydrodynamics of the hull:
(a) investments in stabilization mechanisms, such as water collector weights and bulbous arches, which help to improve the boat 's ripple behavior and stability.
(b) costs associated with the use of non-toxic detergents such as copper plating to reduce friction.
(c) costs related to the rudder mechanism, such as the rudder control systems and the multiple rudders to reduce rudder activity depending on weather and sea conditions.
d) testing in reservoirs for base configuration with the aim of improving hydrodynamics.
* Expenditures related to the basic are not considered eligible for funding
hull maintenance.
Step 2 - "Improve the boat propulsion system":
To improve the vessel propulsion system, purchase-related costs and, where appropriate, installation of the following components:
(a) energy efficient propellers including drive axles.
b) catalysts.
(c) energy efficient generators such as generators using hydrogen or natural gas.
(d) propulsion elements with renewable energy sources, such as sails, eagles, windmills, wind turbines or photovoltaics.
e) bow propulsion systems.
f) the conversion of engines to run on biofuels.
(g) fuel economy indicators, fuel management systems and monitoring systems.
(h) investments in equipment and nozzles that improve the propulsion system.
Step 3 - Fishing gear and fishing equipment:
For fishing gear and fishing gear, expenditure relating to:
a) switching from sliding tools to alternative tools.
b) modifications to sliding tools.
c) in sliding gear monitoring equipment.
Step 4 - Reduce electricity or heat consumption:
To reduce electricity or heat consumption:
(a) expenditure on the improvement of cooling, freezing or insulation systems for vessels under 18 m.
(b) expenditure on encouraging in-vessel heat recycling, including heat recovery and reuse in other on-board ancillary operations.
Action 5 - Energy efficiency controls and systems .
Step 6 - Studies to investigate the contribution of alternative propulsion systems and hull design to the energy efficiency of fishing vessels.
It is possible, at a rate of 10% of the total eligible costs of the other discrete items of the transaction, to cover technical costs and unforeseen expenses.
The term technical costs means the costs for fees for the preparation of the file and the monitoring of the implementation of the operation, supervision studies, studies of mechanical equipment, elaboration of shipbuilding plans and reports, etc.
The term contingent expenses means the eligible costs for works or equipment, etc., which are not included in the initially approved application but arise during the execution of the operation and are considered as extremely necessary for the completion of its implementation.
Cost overruns, as well as consultants' fees for the preparation of the file and the monitoring of the implementation of the operation are not considered unforeseen expenses.
The starting date of the eligibility of the expenditures of each of the Measures 3.1.8, and 4.1.20 is set at 23-10-2015 (date of approval of EPALTH 2014-2020).
Expenditures related to:
(i) Costs not described in detail in the relevant section of the feasibility study,
(ii) Purchase or installation of used materials, machinery and equipment.
(iii) Value Added Tax (VAT) for any category of expenditure.
(iv) Other taxes, fees or charges.
(v) Financial expenses (debit interest, financial commissions, foreign exchange expenses, exchange differences).
(vi) Expenses for setting up a company, or other legal entity, notarial expenses, travel expenses, etc.
(vii) Fines, financial penalties and legal costs.
(viii) Purchase or installation of leisure equipment.
(ix) Operating expenses.
(x) Staff remuneration, including social security contributions.
(xi) Work performed by the Beneficiary himself.
(xii) Costs of transfer of ownership of the vessel (xiii) Works whose supporting documents do not allow verification of costs.
Operations Budget - Implementation Duration :
The budget of the submitted investment proposals must be over € 2,000 .
The submitted investment proposals may include expenditures belonging to both Measures of the Decision in a single budget, within the above limit.
The maximum duration of completion of the Transactions is set at eighteen (18) months, with the starting date being the date of the decision to join the transaction.
It is possible to extend six (6) months, beyond the above deadline, in cases that are fully justified.
Financing scheme - Areas of application :
Measures 3.1.8 - Health and Safety and 4.1.20 - Energy efficiency and mitigation of climate change, on-board investments, energy efficiency controls and systems, investigation of the contribution of alternative propulsion systems and the design of the EPALTH 2014-2020 hull , are applied throughout the Greek Territory, but with different aid intensities according to:
- the size of the business,
- if the Acts are implemented in the "Remote Greek Islands",
- whether the Acts are related to small-scale coastal fishing
The "Remote Greek Islands" include:
▪ the islands of the North Aegean Region,
▪ the islands of the South Aegean Region,
▪ Samothrace (Prefecture of Evros),
▪ Thassos (Prefecture of Kavala),
▪ the Northern Sporades (Prefecture of Magnesia),
Σ Skyros and Skyropoula (Prefecture of Evia),
Κύ Kythira and Antikythira (Piraeus and Islands),
▪ Gavdos, Gavdopoula, Paximadia, Chrysi, Koufonisi, Paximada, Dragonada, Dionysades, Zeus, Elassa (Region of Crete),
▪ the Othonians, Ereikousa, Marthakion, Paxos, Antipaxos (Corfu Prefecture),
▪ the Strofades (Prefecture of Zakynthos),
Πι Sapienza, Schiza (Messinia Prefecture),
▪ the Echinades (Prefecture of Kefallinia & Ithaca)
3. For Transactions that will be included for financing under this decision, the percentages of Public Expenditure and Private Participation are as follows:
Application Period :
The submission of support applications takes place during the period from 10/10/2017 to 28/02/2018 .
